But what would happen if TFP made a mistake and either didn't update the version number or missed to deliver the new third digit of the version number to steam so steam thinks this is the same version? When we don't know where the bug is it makes sense to check even basic assumptions if they...

Good points. Though to be fair there is support for mods, it just isn't coming from the developer of the base game, it is the developer of the mod. Because of this mods in active development should be prefered
I would recommend limiting qualities for crafting, even down to max 1. It would make it possible to craft an M60 early, but that M60 would likely be worse than a quality 4 to 6 tactical assault you could loot and likely have upcycled with magnitude bonusses.

I am very sure this is already the case. I have a bedroll down and I can choose to respawn near my death location. It may be possibly that an option prevents this in your case or a server setting
Rarely? I would say it is the other way round: The majority of the new sandbox options is not a new feature as well and needed only xml changes to work. And xml does need neither multiplayer sync (because it gets already synced no matter how new it is) nor a server config. It surely needs UI...
An interesting questions here would be: Does turning it off again after 3.0.0 switched it on actually disable discord integration or is the setting broken completely?
