Website update

Hello everyone,

i have updated the internal code structure of the website and added some new features.

Changes:

• updating from MySQLi to PDO
• updating from Bootstrap 3 to Bootstrap 5
• upgrading from PHP 7.4 to PHP 8 (code finished, not yet activated)
• added Registration for Users (passwords are all hashed using a strong one-way hashing algorithm)
• added ability to add Comments to News (once the user has logged in)
• and some more small tiny things

Please let me know what you think, what i should change or make better.

If you miss a feature please let me know.
